Bill Gates, a co-founder of Microsoft, has suggested taxing AI and robots and designating certain tasks solely for humans as ways to control the upheaval he believes AI will bring about in the labor market.
The ideas were presented by Gates in an essay titled “The turbulent AI era is here,” which is over 6,000 words long. “The decisions we make today are crucial,” he said on his Gates Notes website on Wednesday.
The ideas were part of Gates’ suggestions for handling what he called the shift into an AI era that might drastically alter how people work, make money, and structure society.
“Human Reserved” positions
According to Gates, some jobs ought to be classified as “Human Reserved” since robots and artificial intelligence are becoming more and more capable of carrying out human-performed duties.
He claimed that taking care of his father, who passed away from Alzheimer’s in 2020, had some influence on the concept.

“You cannot expect a 55-year-old who has spent their entire career in construction to find fulfillment in working in an elder care facility.”
However, Gates stated that there would be other factors taken into account when determining which tasks should continue to be performed by humans.
“Sometimes the decision to make something Human Reserved will be driven by other factors,” he explained.

Some nations may insist on using people to care for the elderly. However, a nation like Japan, which has a declining labor force and insufficient youth to care for the elderly, would embrace a caregiving robot.
He claimed that the idea brought up challenging issues that would require discussion in public.
“Who decides what we set aside for people? What standards ought to be applied? In any case, how do you prevent businesses from deploying robots and cheating? When one government permits robots to produce goods and another does not, what happens to international trade?

Gates supports taxing robots and AI
Additionally, Gates reiterated his demand for taxes on robots and artificial intelligence, claiming that current tax laws may incentivize corporations to replace human jobs with machines.
He wrote, “I think we should tax AI tokens and robots.”
He made a comparison between how present tax systems handle human labor and how they treat robots.
“At the moment, if you’re an employer and you hire someone, you pay payroll taxes on their earnings,” he said. However, purchasing a robot is typically immediately deductible as a business expense. The tax system encourages you to use technology in place of people.

“A tax would raise money for retraining and a stronger safety net and slow the rush away from human labor a little,” he stated.
He said the broader social benefit of employment should also be taken into account, acknowledging that detractors may claim such a levy would decrease economic efficiency.
“Critics of this idea point out that it’s not optimally efficient in an economic sense, but they’re not considering the broader value of work for individuals and society,” stated Gates.

According to Gates, the idea was nothing new to him.
